How our outsourced DPO service works

A simple structure keeps responsibilities clear and gives your team a dependable route to advice.

1. Review your current position

We start with the organisation you have today, not a generic checklist.

  • Understand the context: sector, structure, systems, personal data and current responsibilities.
  • Identify priorities: urgent risks, known gaps, deadlines and projects already in motion.
  • Agree the objective: extra capacity, retained advice, support for an internal DPO or a broader outsourced function.

2. Agree scope and onboard

We turn the initial review into a clear working arrangement.

  • Define responsibilities: who owns decisions, advice, reporting and escalation.
  • Set communication: named contacts, response routes and review cadence.
  • Put safeguards in place: confidentiality and data-processing arrangements where required.

3. Ongoing advice and oversight

Once live, the service becomes a dependable extension of your internal team.

  • Day-to-day support: questions, projects, DPIAs, SARs, breaches and policies.
  • Monitor and report: track actions, risks, incidents and compliance priorities.
  • Escalate when needed: senior management, data subjects and regulatory contact where this forms part of the agreed service.

Useful information for a first conversation: your sector, organisation size, current DPO or privacy arrangements, the main systems involved, any known compliance issue and any urgent deadline.

Start with a complimentary DPO mini audit

If you are not sure how much support you need, we can begin with a short review of your current position. This gives us enough context to identify the immediate priorities and discuss a sensible support model.

  • Where your current compliance arrangements are strong
  • Where obvious gaps or risks need attention
  • Which work should be prioritised first
  • Whether retained support, an external appointment or project-based help is the better fit

There is no need to have every document ready before speaking to us.

Choose the right level of DPO support

Not every organisation needs the same kind of support. These routes make it easier to reach the right specialist service.

Ongoing outsourced DPO support

Best when you need dependable data protection capacity, advice and governance support without building a full in-house function. The scope can also be designed to support an existing DPO or privacy lead.

Formal external DPO appointment

If your organisation needs a named DPO appointed externally under a service contract, our external DPO services page explains that option in more detail.

Specialist privacy support

For narrower projects, use our AI data protection support or RoPA service. We also provide sector-specific DPO support for football clubs and motorsport organisations.

Why organisations outsource the DPO function

The strongest reason to outsource is not simply cost. It is having the right expertise, independence and capacity available when decisions need to be made.

Experienced advice without a full-time hire

Access specialist knowledge when you need it, while avoiding the recruitment, training and employment overhead of creating another permanent role.

Independent challenge

A DPO must be able to act independently. External support can give senior teams an objective view of risk, governance and proposed processing.

Flexible capacity

Increase support around audits, incidents, major projects or busy periods, then return to a normal retained level when the workload settles.

A clear route for questions

Give HR, IT, marketing, operations and senior management a dependable place to take privacy questions before they become bigger problems.

When does an organisation need a Data Protection Officer?

Under the UK GDPR, a DPO is required in specific circumstances. This includes public authorities or bodies, organisations whose core activities involve large-scale regular and systematic monitoring, and organisations whose core activities involve large-scale processing of special-category or criminal-offence data.

Other organisations can appoint a DPO voluntarily. If you are unsure whether a formal appointment is required, we can help you review the position and decide what level of data protection support is appropriate.

A DPO advises, monitors and provides independent challenge. Your organisation still remains responsible for its own compliance decisions and processing activities.

Data (Use and Access) Act 2025: what matters now

The Data (Use and Access) Act 2025 amended the UK GDPR, the Data Protection Act 2018 and PECR. The ICO confirmed in June 2026 that all of the provisions affecting data protection law and PECR are now in force.

For organisations, that makes this a good time to review policies, subject-rights procedures, complaints handling, legitimate-interest decisions, PECR processes and any guidance your teams still rely on from before the changes took effect.

Our outsourced DPO services can help turn those legal and regulatory changes into practical actions. For the official position, see the ICO Data (Use and Access) Act guidance.

Outsourced DPO Services FAQs

What is an outsourced DPO service?

An outsourced DPO service gives your organisation access to experienced data protection advice and oversight through an external provider. The scope can range from supporting an internal privacy lead to providing a broader retained DPO function.

Can a Data Protection Officer be outsourced?

Yes. UK GDPR allows the DPO role to be contracted externally under a service contract. A formally appointed external DPO must still have the required independence, expertise, resources and access to senior management.

When must an organisation appoint a DPO?

A DPO is required for public authorities or bodies, and in certain organisations where core activities involve large-scale regular and systematic monitoring or large-scale processing of special-category or criminal-offence data. Organisations can also appoint a DPO voluntarily.

What does an outsourced DPO actually do?

The work can include monitoring compliance, advising on obligations, supporting DPIAs, reviewing policies, helping with data subject rights and breaches, maintaining governance records, training staff and acting as a regulatory contact where this is part of the agreed role.

How does an outsourced DPO work with our internal team?

We agree named contacts, responsibilities and escalation routes during onboarding. The service can then work with HR, IT, marketing, legal, operations and senior management while keeping decision-making responsibilities clear.

What is the difference between outsourced DPO support and an external DPO appointment?

Outsourced DPO support can be shaped around retained advice, extra capacity or support for an existing internal lead. If you specifically need a named DPO formally appointed under a service contract, see our external DPO services.

Can CCS help with SARs, RoPA work and data breaches?

Yes. These can form part of the DPO service, and CCS also has specialist teams for SAR services, RoPA creation and maintenance and data breach incident management when deeper project work is required.

How much do outsourced DPO services cost?

Pricing depends on the size and complexity of the organisation, the level of availability required and the work included in the scope. We can review your current position first and provide a clear proposal. You can also view our pricing information.

How quickly can outsourced DPO support start?

Urgent issues can be discussed straight away. Full onboarding depends on the scope, access to existing documentation and the complexity of your organisation. We will agree priorities and a practical start plan before work begins.
